If people thought Miley Cyrus’ 2009 Teen Choice Awards performance was scandalous, they obviously haven’t seen her little sister’s latest Halloween get-up!

Billy Ray and Tish Cyrus are receiving flack from the media yet again after their 9-year-old daughter Noah shocked guests at Dream Halloween Los Angeles Oct. 24 when she strutted her stuff in a skimpy costume!

Halloween may be the only day of the year where it’s okay and acceptable to dress like a straight-up slut, but it’s definitely NOT for the young-ins!

“Everyone was talking about it,” a party guest tells Star. “She was way too scantily clad for a 9-year-old.”

“This sends a bad message because I think it’s too early for girls to present themselves in this sexual way,” editor-in-chief/founder of MommyTracked.com Amy Keroes tells Star. “This costume belongs on an adult not a 9-year-old girl. It strips away the innocence of a young girl and it has me concerned how she will dress at 13 or 14.”

Damn! And people gave 18-year-old Britney Spears shit for dressing a little too sexy on her first Rolling Stone cover?! One slip to the ground and little Noah would’ve exposed her underage goodies to the world!
